Program Director (Perennial Crop Specialist)

Roots of Peace is looking for a Program Director for a USAID project in Afghanistan. The project will be located in Badakshan, Afghanistan and it will run from July 1, 2008 through February 14, 2009. Previous geographic experience in Afghanistan is preferred.

Education:
Horticultural degree from a well-known university, Master  or PhD preferred.

Project Experience:
International Development experience in multiple developing countries is required. 

  • Work with perennial crops essential (walnuts, cherries, plums, apricots)
  • Work with IPM
  • Work in developing countries
  • Experience with international donors is required
  • Work with post-harvest handling

Detailed Tasks Assigned:
The position is responsible for overall project success, and specifically the following tasks:

  • Overall management, supervision and coordination of the project;
  • Management of extension activities, including demo plots, training, nursery development;
  • Facilitate dried fruit processing and exports;
  • Supervision and coordination of outputs of all team members;
  • Liaison with local government, the private sector, civil society organizations and other stakeholders;
  • Monitoring and evaluation of project progress and impact introduction of results based impact monitoring system;
  • Create monthly and final reports.

Compensation:
The salary for the consultant is dependant upon candidates past salary history and related work experience.  Roots of Peace provide a full benefits program.  Additional allowances of up to 70% apply for this position.  This is a USAID program and ROP follows USAID guidelines for compensation.

Structured Financial Specialist

Roots of Peace is looking for a Structured Financial Specialist for its Asian Development Bank Rural Business Support Program to develop proposed structured financing of livestock slaughterhouses involving public-private partnerships in Kabul and regional cities. 

Duration of Assignment
The position will begin August 15, 2008 and last until September 7, 2008.

Location
The assignment will be located in the Rural Business Support Program office at the Ministry of Agriculture, Irrigation and Livestock (MAIL) in Kabul, Afghanistan.  Travel to regional cities may be required.

Education
BS degree in Finance or related field required. Masters or PhD preferred.

Experience
Work in a developing country required. Previous work in Afghanistan is preferred.

Assignment Specifics:

  • Review the preliminary assessment by the Slaughterhouse Specialist of the capital investment costs and annual operation and maintenance (O&M) costs of the public sector contribution, and of the annual rent for the use of the facilities;
  • Review the preliminary assessment by the Slaughterhouse Specialist of the capital investment costs and the subsequent annual O&M costs of the abattoir and processing equipment (butchers associations contribution);
  • Review the financial analysis of the Financial Analyst of the (i) municipality stake, (ii) the operation of the livestock market, and (iii) the operation of the abattoir; 
  • Review the findings and the analysis of the Public-Private Partnership Specialist in (i) preparing the full range of ownership/ management alternatives with relevant stakeholders, (ii) identifying the feasible and viable public-private partnership (PPP) options for the slaughterhouse investment, and (iii) the recommendations on preferred public/private partnership model(s);
  • Meet with the likely stakeholders in the public-private partnership to discuss the results from the 3 Specialists findings, analysis, and recommendations;
  • Determine the most cost-effective and efficient options for financing the public sector portion of the investment in the livestock slaughterhouses;
  • Develop these options into feasible financial packages and present the alternative packages (along with the roles and responsibilities of the various stakeholders) to the Ministry of Finance, the Ministry of Agriculture, Irrigation, and Livestock, and the Team Leader;
  • Prepare a pre-feasibility report highlighting the alternative structured financial packages and the recommended package.
